5、为规范海关对常驻人曾境机动车辆的监管，照顾其合理需要，现就常驻人元让征税进境机动车辆有二、关事宜公告如下：

一、常驻人员征税进境的机动车辆自向公安交通管理部门办结车辆登记手续之日起1年后，方可准予转让过户。

二、常驻人员机动车辆转让过户时，应当向其主管海关提出书面申请，并交验下列单证：

（一）身份 证件；

（二）长期居留证件；

（三）进境机动车辆《机动车辆行驶证》；

（四）所在常驻机构的《中华人民共和国海关常驻机构备案证》或者所在外商投资企业的《自理报关单位注册登记书》。

三、主管海关核准后，开具《中华人民共和国海关监管车辆解除监管书》，常驻人员凭此向公安交通管理部门办理有关车辆转让过户手续。

对于常驻人曾境自用车辆的其他要求，按照《中华人民共和国海关对非居民长期旅客进出境自用物品监管办法》（海关总署第116号令）有关规定执行。Mobile：13585968106
